Commissioners Ease COVID-19 Restrictions as County Goes Green

Wayne County moves into the Green Phase of the COVID-19 recovery plan and most county facilities are fully open to the public with some restrictions in place.

Visitors are encouraged to make an appointment with the specific department they wish to visit whenever possible, All visitors and employees must wear a mask to gain access via public entrance to any Wayne County facility and by visitors while in the building. It is also recommended that employees wear a mask while interacting with the public if social distancing measures are not possible.

Anyone seeking access to Wayne County building and facilities will be denied if you are exhibiting signs or symptoms of COVID-19. Those in the building for court related matters should call 570-253-0101 immediately and your situation will be addressed.

Conditions that will prevent you access to the courthouse include, but are not limited to, those who:

  • Have symptoms of lower respiratory illness, such as cough or shortness of breath;
  • A fever of 100.4 degrees or above;
  • Have come into contact with anyone who has tested positive for COVID-19 in the past 14 days;
  • Have traveled internationally or gone on an ocean cruise in the past 14 days.

The policy remains in effect until further notice.

The office has resumed electronic fingerprinting for IDentiGO clients as of June 1. The service has returned to Tuesdays and Fridays only. Information regarding the fingerprint service can be obtained on the Sheriff’s Web Page. If you have any questions please do not hesitate to contact the Sheriff’s Office.

Wayne County Sheriff Mark Steelman has updated the protocols for those applying for a License to Carry a Firearm.

Applications for the License to Carry are available on the Sheriff’s Department web page.

New applicants should mail or drop off an application packet at the Wayne County Courthouse, 925 Court St., Honesdale PA 18431 with a check for $5 for the initial fee.

Applicants for renewal will be mailed a notice and application 60 days prior to the expiration of their current permit. If your permit has expired or you not receive notice, contact the Sheriff’s Office  at 570-253-2641.

The same social distancing and personal protocols apply for all services.

Recycling Center Now Open Weekdays  (570)-253-9727

The Wayne County Recycling Center is open to the public weekdays a 7 am to 4:30 pm and  Saturdays 7 am to 1 pm. 

Recyclers are reminded to separate all items prior to arriving at our Center @ 66 Volunteer Drive, off Route 652. Please stay tuned for the expansion to Saturday hours at www.waynecountypa.gov and for details about the recycling program.

“We also ask residents to stay at home if they are sick or not feeling well,” Heller explained.

The Commercial Truck Scale will also be re-open for public use.

Register of Wills and Recorder of Deeds (ext. 4040)

Register/Recorder Deborah Bates has announced the latest COVID-19 protocols under Green Phase restrictions:

  • Probates will be scheduled for in-person appointment or by video-conferencing. Probate documents are emailed to dbates@waynecountypa.gov for review. Inheritance Tax returns, inheritance tax payments and estate filings are received at the counter area, accepted by mail or in the drop-off box located in the courthouse lobby.
  • Document recordings are received at the counter reception area, accepted via mail or placed in the drop-off box located in the courthouse lobby. Notaries Public must schedule an appointment to be sworn in.
  • Land records are available online at www.uslandrecords.com for searching and copies. The Research Room is limited to maximum capacity of 8 people. Appointments are encouraged. Copies are also available by calling the office at 570-253-5970 extension 4040 or by visiting the office.
  • Facial mask or facial covering is strongly encouraged along with social distancing. Hand sanitizers are placed throughout the office for your use. Maintain social distancing where possible. You may call the office for assistance at 570-253-5970 extension 4040.

Tax Claim Office (ext. 4000)

Wayne County Tax Claim has officially CANCELED the Repository Sale originally scheduled for May 22, 2020.

Planning/GIS (ext. 4060)

The Department of Planning/GIS asks that any requests for mapping such as aerial photos or other digital geographic information can be made by phone or email.  We can be reached by telephone at 570-253-5970, Ext. 4060 and via email at wcpd@waynecountypa.gov.  If a map or other information needs to be distributed, we can do so via email or traditional mail.

  • The office maintains a website that includes valuable information, including but not limited to, municipal contact information, municipal zoning maps, and other resource information.
  • We would also like to remind you that we do have a public facing mapping website where parcel information can be obtained.  Wayne County’s Interactive Map, along with other mapping information, can be found there.

Prothonotary (ext. 4030)

Prothonotary Edward Sandercock has suspended Passport and Marriage License Applications. Those with emergency travel needs can call for an appointment

Treasurer’s Office (ext. 4210)

Those who need to visit the Treasurer’s Office are asked to call first for an appointment. Dog License applications, which can be downloaded, should be sent by mail to the office at 925 Court Street, Honesdale PA 18431.

Wayne County Correctional Facility

Warden Kevin Bishop  suspended the volunteer program and all non-contact visitation. Fees for video visits have been waived. You can establish an account online.

Emergency Operations Center

The County Emergency Operations Center is closed to all but employees.

Office of Millitary & Veterans Affairs (ext. 3114)

The County Office of Military & Veterans Affairs has suspended walk-in hours. Phone and limited in-person appointments can be made by calling the office at 570-253-5970 ext. 3114.

The Wayne County Recycling Center reopens to the public on weekdays as of June 15. The hours of operation will remain 7 am to 4:30 pm and there will be no Saturday hours, at least for the time being.

“We are not open on Saturdays, but hope to be in the near future. We continue to practice ‘social distancing’ and masks are encouraged, said County Recycling Director Randy Heller.

Register of Wills and Recorder of Deeds (ext. 4040)

Register/Recorder Deborah Bates has announced the availability of an online search vehicle for land records, dating back to 1941 and updated daily.

 The PA Land Records website provides free access to the index of records. There is a charge to view the scanned documents, between 50 cents and a maximum of $5, which includes the ability to print multiple pages, and frequent visitors to the site can create a user account for ease of access.

The following procedures are in effect for public access to the office under Yellow protocols:

  • Probates will be scheduled by appointment only with video conferencing preferred. Inheritance Tax returns, inheritance tax payments and estate filings are accepted by mail or in the drop-off box located in the courthouse lobb
  • The Deed Research Room will be limited to individuals who can demonstrate immediate need, and six people or less will be allowed in the room at one time. To access the Research Room, you must submit a form.
  • Notaries Public must schedule an appointment to be sworn in. Document recordings are accepted via mail or placed in the drop-off box located in the courthouse lobby. E-Recording will be implemented beginning June 2, 2020.
  • Copies of records may be obtained by calling the office at 570-253-5970 extension 4040. Professionals in the real estate industry as identified in the Governor’s Amended Order dated May 19, 2020 may schedule an appointment to access the office for records. Online record searching will be implemented beginning June 2, 2020.
  • Restricted access continues through the Yellow Phase of the COVID-19 Pandemic. Facial mask or facial covering will be required along with social distancing. Hand sanitizers are placed for your use. Maximum capacity of 8 people in the research room will be adhered to during this time. You may call the office for assistance at 570-253-5970 extension 4040.

Coroner 

Coroner Edward Howell announced that per state law, if a death occurs in Wayne County, and the death is suspected or confirmed to be due to (or complicated by) COVID 19, the death must be reported to this office. We will investigate on a case-by-case basis. If you need to report a death, please call the Wayne County Communications Center at 570-253-3109 to request the Coroner.
